A town hall meeting is an American term given to an informal public meeting derived from the traditional town meetings of New England.
Everybody in a town community is invited to attend, voice their opinions, and hear the responses from public figures.” (Wikipedia)
This is long, and probably boring to most. But if you lived in my district (PA-8) during Representative Mike Fitzpartrick’s time, you’ll remember the “town hall controversy.” (The town hall log I reference is after this novella.)
It’s been a few years since this action, Tracking Town Halls: Do Unscripted Constituent Public Gatherings Matter?, ended. The need to revamp the ASI website put me back into the fray, only this time with the benefit of hindsight. The log entries reveal a kind of naiveté and indignation that only the uninitiated exhibit. By the time this 29 month town hall blog ended, however, I was very schooled in the congressman’s subtle moves to try to derail someone he saw as a political combatant – me. I, on the other hand, saw myself as an advocate for the healthcare law, one who unwittingly unmasked a politician who was faking it.
I supported the Affordable Care Act a.k.a Obamacare — and still do – as a bulwark against medical bankruptcies, the uninsured dying, under-insurance, job-lock, the unquantifiable psychological trauma people experienced dealing with insurance companies, and more. I wanted to attend town halls and take my turn at the microphone asking my congressman about his healthcare reform views. I also wanted to help shape the dialog for the benefit of the town hall attendees, as I am often moved by what others say. Town halls were (are?) an American institution, I thought.
I learned very quickly I was dealing with a snake. Mike Fitzpatrick (PA-8) was playing me and the entire district. He was having what I dubbed “fake town halls.” I could not get good information from his staff about when town halls were happening. And then I would read about his town hall appearances in the newspaper.
OK, I get it. Two can play this game. I decided I would call the office. Every. Single. Day.
“Are there town halls today, tomorrow, or in the future?” The staff would have to tell me or lie. Most often they said something like, “I can tell you there is no town hall scheduled today.”
“What about tomorrow?” I’d ask. The staff could only give me information for one day, the day I was calling.
Major red flag. Who lives like that? No schedule? Venues needed to be booked. Arrangements needed to be made. I could not let Fitzpatrick get away with hoodwinking me and his constituents like this. What was he so afraid of? Why the overreaction to avoid constituents at town halls? Just tell the woman when the town halls are. What was an innocent request for town hall information turned into a two year process of unmasking an elected official who had more in common with the Manchurian candidate than John Adams. I concluded that my congressman had a phobic obsession with avoiding impromptu policy talk. He was scared. He went to extraordinary lengths to control speech. He visited umpteen businesses and called them town halls. Who challenges a congressman at his or her job? All a sham. A lot of PR; not much substance.
I was too busy for this. I was interviewing subjects for Art As Social Inquiry’s Healthcare in the US series. I launched the ASI How We Die painting series. I was working with PA Health Access Network, giving talks about the Affordable Care Act. And I still had to paint the paintings. I was doing stuff. The last thing I wanted or expected was to get into a cat-and-mouse game with my representative. The only way I could justify the effort was to record the calls in a daily log (below and here), and share it with others who wanted to go to town halls. By the end of the first year I was over it. But I gave myself daily pep talks to see this tap dance through to the end whatever that looked like. “He’s lying about the Affordable Care Act, and people are suffering, and some, dying. Carry on,” I thought.
Meanwhile, the Affordable Care Act had not been fully implemented. I had to continue the effort to push for town halls, and meaningful public discussion about the law, to counter the propaganda hurled at it, a lot of it from my congressman. I used social media, letters-to-the-editor, and presentations like Truth Tour 2012 Medicare: What’s at Stake? to press for public town halls to talk about healthcare.
My daily calling must have rattled some nerves at the congressman’s office. I was informed that no one was allowed to speak to me except the communications director. The problem was that she was not in the office very often. The situation morphed into me having her cell number and email address. I sent her emails, and when she did not respond, I called. I was sure the congressman would have town halls and not tell me if I did not keep asking. My representative doubled-down, stopped town halls altogether. He amped up his counter-offensive.
I learned very quickly I was dealing with a snake.
Congressman Mike Fitzpatrick played head games like stopping by my house because he and his communications director were “driving by” one Saturday morning. (I wasn’t home.) It was creepy. I wasn’t buying into “I’m a regular, friendly elected official just passin’ by your house to address your concerns.” Yeah, sure. We’re buddies. See, we can talk. I have chosen YOU to visit… now shut up about the town halls? Is that the message here? I said I would prefer a meeting at the office.
Or the masterful way the staff tried to make me the problem. “The congressman will meet with you. You should set up an appointment.” Sure. Let’s do it. Somehow that got construed into the congressman wanting to meet with me but I wouldn’t. Finally, I responded by saying that I would love to meet with the congressman – thank you very much. I wrote the communications director and cc’d a reporter saying the scheduler should set up a time, or stop pretending the congressman wanted a meeting, and making it like I didn’t. He did not.
Back in August 2011 – a year before I started this log and calls for town halls — I took a portrait to my first town hall. I did not know what to expect. I was nervous but determined. I wanted to start telling healthcare stories. I wanted to influence the dialog. The political pushback to the new healthcare law was powerful. This particular town hall happened in August 2011, a year before I started this log, or had any idea that not having town halls would become a thing. (Mike Fitzpatrick was having town halls then. Why did he stop? This controversy never would have happened.)
I took my turn at the mic and told the story of an uninsured middle-aged woman who lost 85% of her vision in one eye because she could not get medical care. I talked about how the Affordable Care Act would have saved her vision. I was upset, inexperienced and showed it. After the meeting I was approached by one of Fitzpatrick’s staff. Next thing you know I’m ushered into a small room for a private meeting with the congressman. I fell for the special attention but not to point where I would give up my message or mission. Who populates the congressman’s world that they would believe someone would abandon her principles because a high-ranking official flatters her with a private meeting?
Oh, but I bit to a certain extent. I thought I had a great opportunity to lobby the congressman to back healthcare reform. I lobbied away telling him what a great position he was in to make a difference. Seems so silly and naïve now. He was playing me. I called a girlfriend on the drive home. I was so excited that I got a chance to personally lobby my congressman. Like I was going to change his mind. Me! Oh what a joke. It didn’t take me long to realize I was being played.

By the time this project concluded in 2014, I had seen the congressman pull his nonsense so many times. I was on to his phony ways. Once I got a tip from a stranger that the congressman was giving a talk at a church open to all. (The town hall issue was becoming so hot that informants were contacting me.) It was damn inconvenient to have to drop everything and drive the half hour…but, I was determined to confront his demagoguing on the healthcare law. I sat in the front row. When the congressman recognized me, I saw him pull the pastor aside and whisper something in his ear. Afterwards the pastor made an announcement that the meeting was for the benefit of the community. The gist of his message was, shut up troublemakers. Prejudicing the organizer was classic Fitzpatrick — brand people who care about the issues as political enemies, and try to shut them down in any way, ethical or not. After the talk, I approached a church leader to ask if we could arrange an informational session about the Affordable Care Act to counter Mike Fitzpatrick’s misstatements. And we did.
Two town halls happened that the Congressman’s staff did not tell me about — 8/2/2013 in Springtown, PA, and 8/4/2013 in Salford Twp., PA. Why would the congressman and his staff not share the info? Was it an honest mistake or deliberate lie? They played right into my hands. My son was getting married that weekend. I dutifully called to find out if there were any town halls, but there was no way I was going to be able to go. Unfortunately those relying on the log, who might have been able to go, did not get the info because I didn’t have it to post. Maybe that was the point?
I complained to my local newspaper that I could not get information about town halls. The newspaper put a well-respected, veteran reporter on the story. The article was not complimentary to Congressman Fitzpatrick. Within 24 hours the story was wiped clean from the internet. Why? The newspaper told me there were “inaccuracies.” No details. No corrections issued the next day. Wholesale deleting of an article. Why? I only discovered the article was wiped from the internet when I went to show it to my husband the day after it was printed in the newspaper. Tech gurus advised me the article might still be in the “cache,” and set out to retrieve it before it completely disappeared from the internet. Read the deleted article here.
A congressman lacking basic skills for genuinely interacting with constituents who need representation, however — not a yes-man for the party — was a loss for constituents.
“Inaccuracies,” I was told. The newspaper had video to prove it, I was told — video proving Congressman Fitzpatrick was having town halls thereby making the uncomplimentary article inaccurate? Let me guess. Don’t advertise there are town halls. Don’t let constituents know who want to go. Target a small group. Hope a few, targeted people show up. (Even send out emails to the “friendly” folks for good measure, maybe?) Get video of somebody holding the mic. Presto, evidence!
It was all very suspicious. If I could ask the congressman one question, it would be this. “Did you use your position to strong-arm our small town newspaper into deleting the uncomplimentary town hall article by threatening them with – maybe? – using your influence to get their big clients to withdraw their advertising?”
After the runaround I was getting, I came to so distrust my representative. I really understood why Congress was polling as less popular than cockroaches
In the end, Fitzpatrick “won.” If not having town halls, duping his constituents, and running a masterful PR game is winning, then he won. Enough of his constituents bought the charade to keep him in office. I saw the congressman as a puppet. And the Republican bosses were the puppet masters. I don’t know if he lacked the confidence to speak beyond talking points. Or he had no interest or grasp. In the end I think it was all just politics for him, a game to be won by any means necessary. Having real, informative town halls did not serve him politically, and maybe he thought he would dodge them for as long as he could. If any of that is true, then Mike Fitzpatrick “won.”

I know I am a broken record on this. And I would apologize except I feel I must speak on behalf of the seniors who might not know a couple of things.

Politics is probably the hardest environment in which to square our words with our actions. I would plead with our congressman not to make seniors political pawns.

SO WHAT’S THE PROBLEM?
What the Congressman FAILS TO TELL HIS CONSTITUENTS is that the fix, paid for by delaying the Affordable Care Act’s individual mandate, will leave 13 MILLION PEOPLE UNINSURED (as determined by the Congressional Budget Office.)
AND less people insured also means higher premiums for everybody.
A doc fix that weakens the Affordable Care Act and leaves 13 million uninsured, and you call that helping seniors?
Seniors have families that are benefiting from the healthcare law. They would be hurting their own families by supporting this particular doc fix.
You fail to mention this, Congressman.
So what are you really voting “for,” Congressman??

She called Congressman Fitzpatrick’s office asking about April recess town halls.Her words. “Apparently the Congressman is not considering any in-person town halls for April. It’s tele-town halls. I told Anthony that I would probably write a VENT (in the newspaper) in complaint. He said they are used to that…”Glad the office shared the info with the constituent; disappointed we won’t be seeing our representative at a town hall. But I’ll keep checking in case something changes.|
SO WHAT’S THE PROBLEM?
Would the Congressman continue to vote against the Affordable Care Act if he knew doing so would harm this little girl he posed with in the picture? Congressman Fitzpatrick is a member of the Rare Disease Caucus. The congressman has voted 50 times to repeal the healthcare law.BUT the healthcare law BANS annual and lifetime limits that bankrupted many families AND gives insurance to many millions, thousands of whom may have rare diseases that might have gone untreated without the new law.

Keep in mind that children with rare diseases often reached annual and lifetime limits on their health insurance. The Affordable Care Act outlawed this practice. Every vote to attempt to repeal the Affordable Care Act is a vote to bring back health insurance practices that would bankrupt the families of children with rare diseases. Medical bills accounted for all or in part for over 60% of bankruptcies in this country.
Caring is only one part of the equation. I would hope, Congressman, you would square your caring with the impact of your votes. Have a nice day.

I will be examining what my elected official, Congressman Fitzpatrick (PA-8) says vs. what he does.
|X||This social art project is shifting. I will no longer be tracking my congressman’s private appearances and press events. It has become very clear that the congressman has time for many events – just none of them include town halls.
In addition to town-hall tracking — (There are never any REAL town halls)– I will now be posting info about my congressman’s votes, actions, etc. vs. his rhetoric. I’m finding a disconnect. After 5 months of looking at the Congressman’s private appearances, I believe more than ever that the Congressman is solely in the business of building an image and not so much about substantive governing.WHY?In this Midweek Wire letter-to-the-editor, I explained why I believe my congressman’s image-making comes first — comes before real governing and meeting regular folks at unscripted town halls.
The Congressman has a diverse district, a problem for somebody trying to deliver a message to get reelected. Here is a quote from the LTE:
“I believe our congressman’s answer to this political conundrum is image. Appear to be accessible by making many private appearances where challenges are less likely; avoid being challenged in public on the issues where substantive answers are required; and hope this strategy wins enough moderate voters to win an election.

(I hope Congressman Fitpatrick proves me wrong.)
This is what I wrote in October 2013 about my congressman’s public appearances, which are fine by themselves. But when juxtaposed next to his record of almost ZERO real town halls, these public appearances are suspect.
OCTOBER 2013: It has been pointed out to me by Congressman Fitzpatrick’s communication’s director that the Congressman is “accessible.” He keeps a very busy schedule, I am told, meeting with constituents and groups at private gatherings and public appearances such as expos, ribbon cuttings, community events. I am happy to post those on this log as well. I contend, however, that these gatherings, while commendably serving those involved, do not exempt the congressman from having many, well publicized town halls where his votes and positions are challenged for the benefit of all to hear. Without opportunities for ALL constituents to be heard in healthy public discourse , these community service appearances could be construed as PR events from a representative who is always campaigning.

I spoke to Matt in the district office at 9:30 AM this morning. I was told I would have to speak to Pat. Pat was not in the office. I left my phone number. No one was available in the office to tell me if there is a town hall today or in the future. I called Pat’s number twice between 9:30 AM and 10:30 AM in an effort to get timely info about town halls for the log today. No answer.I apologize to followers of this log for information. None provided today. A fellow constituent (Clare) posted on ASI’s FB page. She is a follower of this log. She called the congressman’s office in the afternoon about another matter, and also asked if there is a town hall today. The staff was able to give her the town hall information that they were unable to provide to another constituent (me) earlier this morning. Clare’s Facebook post: ” As for Town Halls: After being put on hold, I was told there are none, today. My name, address, and phone number were taken…”3:35 PM. No return call from Pat. Or have us believe that he did not know yesterday at 9:30 AM that he would be having a town hall at 10AM the following morning. The question remains, will the congressman advertise this private meeting as a town hall when he is actually giving talks at private businesses?Giving a talk with Q&A at a private business is all well and good. But calling them “town halls” is misleading when the congressman does not hold a series of well publicized town halls for all to attend.|

I’m guessing Obamacare will be discussed. Considering his politics, the congressman will not explain the great benefits of Obamacare for small businesses. 10/2014 As I near the end of this project, I am filling in the log with my personal notes: Before the congressman spoke, he pulled the pastor aside. The pastor then went to the mic to admonish anyone who might want to be a “troublemaker.” Hmmm, I think that’s interesting. This congressman is really afraid of speaking to people who disagree with him. I ask about letting Medicare negotiate drug prices. I don’t feel I am in a public forum, but rather a guest at the Church. This isn’t a real town hall. But fine. Right after congressman’s talk, I approach someone from the church and ask if they would like a real presentation about the ACA. I team up with PA Health Access Network, and we schedule a presentation

I pointed out that even if they know an hour before a town hall, they could post it on Facebook.He said the newspapers are notified the day before an in-person town hall. I pressed about letting the people know in advance by using social media such as Facebook.|

I’m not even sure I got to asking about a town hall today because Kay was willing to have a conversation with me.
Kay said the town halls are on the website. “Really, when did that start to happen? I’ve been asking for that for months.”
She couldn’t tell me a lot because she was new.
She said she really didn’t understand why I would call so much. If I had something specific to talk about I could make an appointment.
I made the point that the congressman is using the press to give the appearance that he is having town halls. He gets his name in the paper for doing so. But it seems the notification process is designed to keep people from actually attending them. Real town halls are not being held for the benefit of ALL the constituents, it seemed.
I said “tele-town halls” were a sham and just another way control the dialog.
I explained that I want to ask very specific questions for the benefit of the public. Public, spontaneous exchanges are helpful to everyone. I said I think the congressman is very uncomfortable going off script. And he is trying to control public discourse. One starts to draw conclusions about the congressman’s motives. Why is this so hard — finding out about town halls?
I was asked several times what my issue was and I could make an appointment.
What is my issue?
This has become a First Amendment issue — one which I never expected or wanted, and I wish would just go away by having the congressman’s office publicize the town halls.
Why can’t we know about town halls in advance? Put the information on the homepage of the website in a timely manner and be done with it?
I asked Kay:
“Do I have the right to attend town halls?”
“Do I have the right to know about the town halls in advance so I can attend?”
“Yes”, she thought so.
I suggested that the congressman not have the town halls at all and take the heat for it if he wants.
She said she was new. She asked to take my number. I told her that I would appreciate somebody getting back to me. I pointed out that she took my number before and said somebody would get back to me and nobody ever did.
